Is this even legal? For police to get the wrong house raided 41 times?!?

The state is civilly liable. Normally "good faith" would apply when wrongfully executing a search warrant, but after the 2nd or 3rd, let alone the 41st, good faith goes right out the window. They could sue the state for a nice chunk of change. I can't even wrap my head around how they do the wrong house 41 times lol, too funny.
