After the President dispatches FEMA, who takes control after that?

When hurricane Katrina hit, and the president dispatched FEMA, was he in charge of what FEMA does? (as far as how they spend their money, and so forth.) Too many people put the blame on Bush, but I feel like you can't just blame one guy. The President doesn't have all the power.
