If unemployment is the result of natural disasters, why did it not go up so high right after Katrina?

I never heard anything about unemployment and natural disasters having anything to do with each other. after Katrina there were more jobs cause we had to renovate homes and raise them. and with the Levees being replaced people have to do that job. It created them, not looseing
