My vintage Pioneer reel-to-reel tape deck is slow to rewind.?

Forward playback is fine but when I want to rewind a tape and the spool gets fuller, the rewind gets slower and slower and almost comes to a stop. Is the motor bad or could there be some mechanical issues like a belt or gear causing this?
